a very common 99 problem. Usually just tightening the mounts will fix, but sometimes you need to add 'shim' to the deteriorated mount rubbers. I once used some rubber tape and just wrapped several layers to bring the thickness back.
I'll guess you are running 195's on stock 4.5 wide steel wheels? You won't have trouble if you run the wider - 5.5 - rims, Incas, CS's, 900 alloys. It will be better with 5.0 wide Soccerballs. The offset is not great enough for the 4.5 inch rim and 195 with neg camber. 195's are a bit too wide for 4.5 rims.
Steering - You can upgrade to the 'quick' EMS rack, there is no PS rack that will mount in the car.
Check with ScanWest in Seattle, they have experience with agressive alignment and 99's.
Are you in the NW or Seattle club?
Adding just a rear bar gives a great improvement in corner transitions. It is a direct bolt in to go with the later 900 rear axle assembly with the stock sway bar. This also gives slightly wider rear track and tire clearance.
