Then you probably want to find as nice a 99 to start with as you can. The interior stuff is getting hard to find. Many changes were made in the 1975- models, so I would stick with that. EMS has the nicer interior, the quicker steering rack, and soccerball alloys. 1976 doesn't have lambda and it will have the larger diameter CIS lever. So a 1976 EMS is ideal.

You can bolt on hubs and brakes from a 1986 or 1987 900 turbo, and you will have vented front rotors and lighter hubs plus easier front brake disk changes - I did that to my 1976 GL. Retain your 99 axles because 900 axles are longer.

If you retain the B-engine and stay with normal aspiration, then you can update the exhaust with a header from MSS, port the head and intake for larger valves, and possibly regrind the cam. I did all that, except the cam. I tried a regrind and it was poorly done, so I run the stock cam.

If you want turbo, then your easiest path is a 1978 99 turbo donor car, or at least a 1979 or 1980 B-engined 900 turbo. If you bother with firewall mods, then go all out and get a 16V or at least an h-engine turbo.

If you have a pre-78, then you will need to update the ignition. I use a Crane-Cams XR700 optically triggered ignition. But if I did it again, I would get the higher performance XR3000 and update the coil as well. I also use the hard driving plug, the NGK BP7EV.

Finally you will want to upgrade the shocks to Bilstein or similar. Also, you may want to get Intrax or SPG springs.

So my car scoots along nicely with stock springs, Bilstein shocks, larger valves, electronic ignition, EMS rack, and vented disks with MetalMaster pads. After I got the car fully aligned and put 186/65/15 Yokohama tires on INCA rims, I can keep up in the corners with almost any modern car. But I do long for a turbo sometimes... (then I take out the 9000 CSE and blast around).
