My 76 99 with CIS has been acting strange. After starting my car in the mornings (or after it has been parked for a while) I sometimes have problems accelerating. The engine starts and idles normally, but a few seconds after the car begins moving the engine starts to sputter, as if one of the cylinders wasn't firing or some air entered a fuel line or the fuel pressure dropped. The power of the engine drops dramatically. After 5 minutes of driving I can hear a rattling, sound emanating from the exhaust manifold (or at least is sounds like that from within the cabin). The noise occurs when the engine is in the higher RPMs; it sounds like playing cards stuck in a bicycle's spokes. Eventually the sound dies off, and the engine returns to normal operation and behaves as if nothing had happened. This has been going on for a few weeks, but has not occurred every time I use the car.

This morning when I tried to start the car, it started just fine. After 5 seconds in drive, the engine began to violently sputter as if it were going to stall. I placed it in neutral, and attempted to rev the engine. I had the pedal to the floor but the engine would not speed up and eventually died. I tried to restart the car, but it wouldn't start. I noticed a fair amount of fluid beneath the tail pipe (don't know if it is water or gas). Could these two issues be related? Any suggestions? Perhaps the fuel pressure is not adequate?
