Sounds like a stuck relay to me. On SAABs the turn signals are powered with the key off (some cars don't do this) and if the relay sticks closed, it is powered.
I've recently had the turn indicator stop flashing after I've been sitting with it on for a couple of minutes at a traffic light. It's done it several times on a left turn, and once on the right. (With right turn on red after stopping, one doesn't usually sit at a red light as long when turning right.) My turn/highbeam switch is buggered, as the headlight part of it is stuck on. I shut the car off one night and the high beams stayed on as though I was flashing them. I disconnected and isolated the wire that controls the high beams (don't _really_ need them under most driving conditions I encounter) and just need to take the time to get the switch swapped out.
