Don't worry about smog, I passed two years ago easily. This year I got lazy and hoped I could get by for now and do a tune-up later. Failing NOx means my car is running too lean from what I've read! I passed everything but NOx at 25 mph. The other thing I should have done was driven around for a while and gotten the engine really warmed up. And I should have run some Red Line Fuel System Cleaner through.
I think the spark plugs are the key though, they were a little worn (NGK BP7ES). I switched to Iridiums - NGK BPR7EIX. This is a resistor plug, but the book lists both resistor and non-resistor plugs for the S series, and only resistor for the Iridium series. It's idling really smooth today with the new plugs. Cap and rotor should arrive today.
Smog in CA is currently for vehicles 1976 and newer. I think they move that cutoff date every year, so this may be my last smog check. I'm not sure about mechanics in the Sacramento area, but Dan at Swedish Auto Factory in Santa Clara will know what your 99 is and help you get through smog.
