73 and earlier seemed to have decent rust protection. My 73 was in NY and PA and had minimal rust, and those states are known for cars to rust.
My 74 was driven every winter for many years in Ohio, and it rotted out.
My 75EMS was a garage queen(in Ohio), and it still had rust on the doors where the chrome trim had scratched the paint off, allowing rust to form underneath of it. The rest of the body wasn't that bad(rust wise), but then again, it was garaged and babied its whole life.
My current project(78T) is a rust bucket, but it had rust form in places I have never seen a 99 rust before. It came from the Washington DC area, which isn't really known for harsh winters. It also sat in a field for at least 7 years, and that certainly wasn't good for it.
The US has some rust free states, so I guess it depends where the car has lived its life.
You won't find any belgian 99's anymore, as they all rusted away years ago.
Small, visible rust spots on the body are usually worse than they appear > once you start poking at them.
ALL rust is repairable, one way or another. Depends how skilled you are, what tools you have, or how much money you have to pay to have it repaired.
