Do you have any other history on the car? like how long it has been sitting? 99 times out of 100, if the car has been sitting, the fuel has turned and you probably have some bad gas/gummed up fuel parts. Does is sound like it "wants" to start? The water pump is much more of a problem than the battery as you simply may have a bad alternator or a cable is loose. The pump needs a special tool to be removed and properly replaced but you may have luck finding a friend in the saab community in P-Town as saabs aren't the novelty there as they are, say, in OHIO, South Carolina, etc. When I lived there, it seemed there was a 99 on every other block. (Like that blue 5 door over by the mall area that I would see everyday when I'd take my co-worker home). If the body is solid and the interior isn't trashed beyond repair/replacement, then of course I'd work to get it back on the road. That's me speaking, though, as I would do most if not all of the work myself. They are not hard cars to work on ('cept for that water pump) and parts are not terribly hard to find ('cept for that water pump.) Factory manuals show up all the time on ebay for really cheap (get the factory one, not haynes, etc.) and this forum is quick to help. The dealerships in Portland are not bad places, but there are enough independant guys in the area that I'd hesitate to go to the dealer for help. They specialize in what they sell. (though the small saab has had a number of cool vintage rides in it's day. Maybe they still do.)
