The 99 manual racks have a smaller spline for the steering column than the 900 ones. However, 99 power racks have the same spline as 900 racks (at least the power 900 racks, probably the manual racks too). So if you can find a 99 steering column from a car that had power steering (a car with an automatic transmission) you might be able to use that to attach to the 900 rack. The mount points would have to be fabricated/welded in (unless you can work out a U-bolt clamp system?) and the firewall is different between manual and automatic cars where the steering rack comes through so you may have to do some fabrication there too.
That said, a friend of mine tells me that the internals of the 99 and 900 manual racks look the same. Maybe you could rebuild the 99 rack with guts from the 900 rack? The 900 manual racks are somewhat desirable for some people so you may just want to sell it instead :-) There is a potential for an order to be placed for some 99 manual rack rebuild parts (newly manufactured, more robust than stock) over on the saab rally website. The fellow who would be ordering the parts posted here and had some built a year or so ago and I bought a rebuild kit from him at the time.
