Joshua,
The 99 EMS used the standard (4.1 turn) rack until the middle of the 1976 model year after which it used the 3.4 turn rack. Both the 4.1 and 3.4 turn racks were manual (no power assist). There was also a power steering rack in various cars starting in 1974 which had 3.6 turns lock-to-lock. Now here is the trick - in the early cars (1969-1974) there were 3 different racks: 3.5 and 3.33 turn racks from 1969-1972, and a 3.75 turn rack "As from model 1973" so, apparently 1973 and 1974 cars including EMS had 3.75 turns. So, it sounds like you have a rack from 73-74 (and EMS was same as other manual steering 99s in those years). Doug may know more if he is reading this. In particular he may know if there are any differences in mounting or attaching the earlier racks.
Good luck with your project!
