A little late jumping in here - the Federal 1979 and 1980 naturally aspirated (non-turbo) 99s were the last non-catalyst (regular leaded fuel) Saabs in the US (there were also some non-catalyst 1979 naturally aspirated 900s. These non-catalyst naturally aspirated cars all had EGR (Exhaust Gas Recirculation for NOx reduction) and AIR (Air Injection Reaction for reduction of Carbon Monoxide and/or unburned hydrocarbons). The 1978 99 Turbo and all 900 Turbos as well as 1977 and later 99s for California and High Altitude markets had the Lambda system with the oxygen sensor, 3-way catalyst, and modulating valve & controller that we discussed earlier.
The AIR is strictly an "after-treatment" system; the engine will run just fine without it. The EGR tends to allow more spark advance since it cools the combustion process in the cylinder, so you may find that if you remove it you have some spark knock and need to either retard the timing or use a higher-octane fuel.
