'71 96 flasher relay/elec gremlin and another question

I want to thank all for their help with the electrical problem. Here's what
I found.
In retrospect it should have been obvious, but I just didn't see it right
off the bat. Probably one of our growing potholes in the quaint New England
town of Keene - knocked the wire right off the post of fuse #8 - instrument
panel and back up lights. It was tucked up under other wires - sort of
sprung itself back up there, so it wasn't too obvious. Once corrected,
everything worked right again.
But... the flasher relay apparently is not at fault. I always drive with my
headlights on, and the flasher relay was working intermittently, sometimes
giving this half-hearted anemic little "click.........click.........click".
But in play ing around with all the electricals last week, I turned off the
headlights WHILE the flasher was going. Instantly, "ka-chuck, ka-chuck,
ka-chuck" good and strong, lights blinking regularly. Turn on the
headlights - "click........click" - barely any directionals happening for
other drivers, then not at all.
So...now the question is - is it the voltage regulator? Again, I've got the
ampm/etervoltmeter if someone can walk me through how to diagnose this. I
bet SOMEone knows what I'm talking about!
