Most of the time and effort in weld repairs is in fabrication and surface prep, not the actual welding!
If you're working on mostly-flat pieces that don't show (e.g. floors) and the rusted area is small enough to have good metal all around it, you may be able to cut out a chunk containing the rusted area, take it to a sheet-metal fabrication shop, and have them make you a patch panel. They can match the gauge of steel, reproduce the channels, and flange the piece around the edges so that it drops into the hole and fits flush. Then you just weld in, grind, seal, prime & paint the piece as described by Kansas.
If the areas you need are on the car body, you'll need to do a lot of hand-fitting to make the repair sections line up, and a lot of finishing work afterward to get a smooth repair. That's the really hard part, not the welding. I usually do OK with the welding, but my repairs still wind up looking doggy because I'm not very good with body filler etc.
