You might want to powder coat the exhaust elbows (cast iron part to which the downpipes bolt) as they get really hot. The downside would be that the heads would have to come off to go to the powder coater's, and they'd have to be carefully masked to keep the powder from getting onto any of the other surfaces. You might do just as well brushing on a high-quality (expensive) engine paint.

You should be OK with regular engine enamel on the block, as it doesn't get as hot. Mine has lasted well (and after all, that's all Ford did, just spray it with paint.) I think most problems getting paint to stick to the block are because it's difficult to get it REALLY clean. Every bit of oil and residue has to be off. I wouldn't sandblast it because of the risk of sand getting into places you wouldn't want it -- just clean it really thoroughly with a paint-prep solvent. I think engine paints are designed to be applied directly to the metal, not primed, but check your labels. If you used a non-high-temp primer under the high-temp paint, that would explain right there why your paint didn't stay on.

I know they don't like it if I mention the 'competition' here, but that other vintage Saab website (the one with vsaab in its name) has an article in its articles section specifically about engine detailing. The author mentions a specific (expensive) kind of paint he has used with good results. Might be worth a look.
