The bolt surface in the center is, I guess, the (8?) bolts that connect the flywheel to the crankshaft. You should clean any corrosion from the mating surfaces there, but NO, that is not the issue, and those surfaces are not surfaced or treated ordinarily.

Probably, if you want it done right, or maybe take it elsewhere where it can be done right.

If you mean what I think, the answer is Yes. The measurement is between the flywheel surface where the front face of the clutch disc rubs, and the flywheel surface where the "pressure plate" or "clutch cover" bolts to the flywheel. These are two parallel ground surfaces of the back side of the flywheel and if you grind one you must grind the other to maintain the prescribed distance represented by the galactic secret number, or consequences will result. Please let me know if this is clear enough, or contrariwise if it is not clear enough.
