It would sure help if you would be a little more forthcoming about what seal, there are many of different types and locations of seals on any vehicle, and many other components that could be and sometimes are called "seals" but are usually called something else. So asking about "the seal" is inviting people to answer a different question than the one you are trying to get the answer to.
If you mean the rear crankshaft seal or any neoprene lip seal, silicone should never be used and they are ordinarily installed dry, but a light coating of oil or WD40 on the outer surface is fine if you want to ease installation. Also, always put some grease on the inner rubber lip. I also put grease on the garter spring that surrounds the lip, that keeps the spring from jumping off if you are using a hammer to install. The seal should never be hit directly with a hammer, you will distort the metal part and invite immediate leakage. You must push it with a tool that gives you a way to press evenly on the full outer diameter of the seal, and make sure it goes in straight. Trying to correct a cockeyed seal once you have passed a certain point of installation is a lost cause, go buy another and start over.
