A New Fuel Pump Mystery

Last June, when my 1971 v4 95 wagon with a recently installed electric ignition came off the transport truck, it started up after a few tries.Next day it started right up and idled smoothly. A few days later, another start. And another. After that, all I got with the ignition on was a clicking sound out of the pump, interspersed with a couple of attempted starts when the motor sounded like a jack hammer. After all these attempts, all I've gotten is one click each time I turn the key.The original pump was well-grounded, and all wire connections have been been well-cleaned. I decided to put in a new electric pump but still get only one click for each turn of the key. My test lamp shows that only fuses 1-4 are currently functioning,so I switched the pump to fuse #1, but still only the click. The fuses aren't blowing out ,winter's coming in and I'd like to be able to run the engine every few days while it's stored. Suggestions welcomed and thanks for reading all this.
