The electric pump on my V4 is powered when the ignition is in the RUN position. I turn the key to RUN, check the idiot lights, put on the seat belt, and by that time the pump has re-filled the carb fuel bowl. Turn the key to START and it starts.
The pump is put in the fuel line, the closer to the tank, the better. They are fine for generating fuel pressure at the outlet port, they are not so good at creating suction at their inlet port. Mine, inspite of the fact that I agree that the tank location is better, is about as far from the tank as is possible and works well.
I'd recommend that the existing mechanical or vacuum fuel pump on the engine be bypassed and not used. An electric pump might be capable of supplying the carburetor(s) AND dumping fuel into the crankcase if the diaphram on the mechanical or vacuum pump were damaged.
Remove the hose from the tank at the original pump and connect it to the inlet port of the electric pump.
Remove the hose to the carburetor(s) at the original pump and connect it to the outlet port of the electric pump.
Attach a short jumper loop of hose to the inlet and outlet ports of the original fuel pump to keep it from trying to pump underhood dirt and dust.
Connect the electrical leads from the new pump to ground and to a source of ignition key operated power.
