Here is my non-steel-expert opinion:
Already painted steel is OK if you remove the all of the paint and primer where it will be welded.
I believe I am correct in that you should not weld on galvanized steel because it gives off toxic fumes in the process. That means that just plain old cold-rolled steel is probably your best bet. If you want to prime it before you weld it in companies such as Eastwood sell weld-through primer.
