As to seat belts, I agree with RC. I have retractables from some kind of Subaru for the front of my 95, the retractors hide behind the side panels benind the front seats, & the belts exit holes created by removing the rear ashtrays. The center loop has to be replaced with the matching seat belt inner ends of course. In general there is a remarkable similarity of different mfrs mounting systems and you can use lots of different ones with only minor adaptations.
As to electric air conditioning, I had the same question and called Danfoss, a major mfr of refrigeration equipment, and talked to an engineer who said there is nothing remotely suitable. It takes a lot of power to run a car AC, partly because they are not well insulated and you have a lot of infiltration losses. Somebody has probably done something like it but it is probably expensive, doesn't work very well, and sucks a lot of power.
I'm guessing that to do it at all you'd want about a 150A alternator. Now let's think about the balance shaft bearings and gears which were not designed for that kind of a load. Good luck and please post any good ideas you hear, I'd love to find a way.
