Normal. That behavior does not prove that there is no problem, ie there might be a charging system problem and it still does what you say. But a charging system with no problem will behave that way on that vehicle.
In a word, the alternator voltage at idle is little or none above battery voltage so the headlight brightness will be the same as with engine off. Once engine (and alternator) speed is raised, system voltage rises and the lights will brighten.
Various simple tests can verify proper system operation, but if your battery stays charged, your alternator light comes on KOEO (key on engine off) and goes out KOER (key on engine running), and your engine cranks happily and starts quickly, there is no reason to perform charging system tests.
What problem(s) were you needing to solve by replacing alternator and battery?
