Do you have the vent on the heater box set to "Summer" or "Winter"?? That can make a big difference, especially with the dashboard vents. Are you sure that your heater and defroster vents are opening properly? I had mice drag insulation into the heater box on an old stroker I had. Are you sure that the vents are clear so air can get through them?? If the water level in your system gets low it could cause the heater to get a bubble. The 99 heater core is nowhere near as big as the one on the 95/96 and the heat output isn't nearly as efficient. I could steam water off the windshield next to the defroster vents on my 96 V-4 with the heater valve barely cracked open. At 20-below the heater didn't even have to be turned on very high.
