If the switch has three positions, but only turns on in the last position (full blast), most likely the resistor for the middle fan speed is broken or missing. I've owned three 99's and only one of them had this resistor intact. The fan motor can be found under the hood sticking out of the side of the heater matrix casing, and mounted on the motor underneath it should be a white porcelain resistor. If it's gone, or broken, or its electrical contacts are not attached (two nearby yellow wires, if memory serves), then you've found the problem.
