I'm not quite understanding what you mean when you say that "the clutch is always in." Do you mean that it is engaged (as it would be when your foot is off the pedal) or dis-engaged? If you mean that it feels like it is engaged (i.e. not releasing) when you are stepping on the clutch, it might be a leaky master or slave cylinder (check the fluid level), or it might be excessive wear in the pedal arm where the clevis pin attaches the pushrod for the master cylinder. I've had the later on more than one 99 and one C900. It would seem that SAAB missed the boat on this design. The clevis pin should be a softer metal than the harder to repair pedal arm or master pushrod. The fact that the pin doesn't wear and the other two do, means that SAAB didn't design it right. I had the oval holes in both parts welded to return them to the original round holes. The weld is harder than the original metal, so it shouldn't wear as quickly.
Years ago I had a wierd problem with a customer's V-4. The clutch was not engaging completely. The boss' son had decided that it needed a clutch, but it had plenty of adjustment. I finally took the slave off and discovered that the piston wasn't returning all the way to the bottom of the bore. It took me about two hours to convince the boss that his son had missed the diagnosis and there was no reason to spend the day putting a clutch into the car. I can't see this being a problem with the later design slave cylinder ('75 and later), but the earlier type that is mounted outside the transmission case and acts on a lever, which the '74 should have, could very well develop this same problem.
