I agree with Dave, that the belt is too loose but you also may want to check the harmonic balancer.
When the harmonic balancer is worn and starts to slip, it makes a very high pitched, squeal, most noticable when the engine is cold, and when the alternator or power steering places a load on the harmonic balancer pully wheel.
The best way to check the balancer is to place the handbrake on and leave in gear. Turn the alternator pulley/powersteering pulley (if you can reach it?) and see if the crank pully starts to turn as well. You will need to apply a fair aount of force to do this. If the harmonic balancer is slipping you will be able to see the pulley/harmonic balacer turn without actually turning the crank itself. You will need to watch the crank pulley/harmonic balancer to check that it is actually turning and not the belt slipping.

1978 5 door 99T.....that had the same problem with squealing belt.
