Hi Tom I am not personally familiar with the ICH but assume that it does have an accelerator pump as do all carbs except variable venturi types such as SU. The purpose of this pump is to squirt some fuel in as you open the throttle. The symptom you describe is classic for defective accelerator pump. Looking down the bore of the carb, choke open, engine off, as you open the throttle linkage by hand you should see a squirt of gas pumped into the bore. If you do not the pump is not operating and is the cause of your problem. If you see a stingy dribble, ditto. There should be a solid tiny stream each time. Lack of this added fuel during throttle opening usually means a bad pump but can also result from bad passages through which the fuel passes in the pump circuit.
