Here's the lowdown from someone who did it all.
Saab 96 V4 cooling is fine when everything is working perfectly but there isn't much room for error. You must make sure your radiator is flowing cleanly, the water pump must be moving plenty of water, your engine must be clean and letting the water move through all passages, your thermostat must be working correctly and you have to have plenty of air moving through the radiator. ANY of these not working can cause the system to fail. Trust me, I know. I did them all and only after the final fix did the system finally start working.
My system: newly recored 3-row '69 radiator, new water pump, new thermostat, new hoses, electric pusher fan, mucho flushed engine (you could drink the water it's so clean.)
Pay particular attention to the bottom hose going from the radiator to the water pump. Make sure it's not restricted AT ALL.
