I had exactly the same problem with my '76 99. It the problem was in the pipe itself...the was a small leak just under the front seats. The system may be stock but is it the one from '76? I'm guessing there has been some work done and most exhaust guys do horrible weld...welding feed wire hanging everywhere like a porcupine. have that checked before you really delve into the problem. If the problem smells more like fuel, then the answer is more simple and more of a pain. Usually, like 99% of the time, the problem in the 99s is in the fuel vapor line that runs from the tank near the inlet pipe, up and over the headliner, down the support pillar on the driver's side and down to the charcoal canister. This line is made of plastic and gets these hairline cracks after 25+ years of accepting gasoline fumes. You can imagine what you'll need to do to replace it.
The other 1% (OK, maybe more than that) is that the seal holding the fuel pump in place is drying up and not sealing too well...this though is a simple fix. Pull out the fuel pump and replace the top clamp with a large hose clamp. The stock clamps only tighten so far.
If these have nothing to do with your problem, I hope you find someone that has some intelligence to share... Good luck.
