Had a good scare.

I got my V4 block and heads back from the machine shop. I started assembling the engine. I installed the crank, pistons, balance shaft, cam, gears, flywheel and front cover. When I installed the pulley on the balance shaft and torqued the bolt the engine would not turn. When I loosened the bolt the engine would turn again.
I started taking it apart again: I removed the pulley, the front cover, the flywheel and tapped the balance shaft plug out. When the machine shop installed the rear balance shaft bearing they didn't drive it flush with the back end of the bore so when the the pulley was tightened the step on the balance shaft was binding against the bearing. Luckily that step on the shaft was enough to act like a bearing driver so a few taps on the end of the shaft drove the bearing to the proper position.
I reassembled everything and now it turns freely.
