Gradual siezure of the handbrake cables was a problem, diconnect them and make sure they travel free, take off the adj. nuts at
the lever and pull the cables out at the backplates. Apply never seize to as much of the cables and you can and re-install them. Next turn the brake drums when you install new shoes. Irregular wear in the drums will reduce contact surface and lessen handbrake fuction. Check for wear in the accuating levers that the cables hook to, it is pinned but the hole may be worn. And finally check to be sure you have adjusted the shoes to the max without them dragging. The adjuster has four cam points on it and may cause the shoes to drag on the high point of the cam making you think it is too tight. I adjust the adjuster as tight as I can get them then back the off one notch at a time until the shoes don't drag. Good luck!
