I like your inital suggestion of drilling it out.
You could probably do it by canabalising another fuse holder and using a nice short brass bolt drilled though the original rivet point to hold it all together. Alternatively you can modify a later model fuse box to suit (assuming that 2ltr 99s have similar boxes to the 1.8ltr) To modify it you may need to remove some of the bridges between the terminals and add extra ones to suit the original wiring harness.
Personally, unless you are trying to keep the car original I would replace the whole lot with a blade fuse holder. These are commonly available in auto shops and come in blocks of 8 or 10 fuses, look very neat and are much more reliable.
Fitting them could be another issue, but if you are patient and systematic you should be able to do it yourself, just take your time and draw lots of diagrams and lable the wires. At worst it should only be a 1hr job for a auto sparky (electrican) to do it for you.
With regards to your previous posting....I suggest you let people know where you are before asking for sources. eg I'm in Australia and could recommend a couple of places, but I doubt it would be much help for you..... :o) (But I have on occasion, personally shipped 99 fuse holders across the country...just ask JohnC!!)
