There is no design with separate flashers for right and left, unless the Russians made something extra-wierd. There are many designs with separate flashers for turn signals (flashes R or L as driver chooses) or 4-way (flashes all 4 corners) choice. Many other designs with only a single flasher for both turn and 4-way functions. I think all early Saabs are the second style, only one flasher. If your signals function correctly on one side and not on the other, first check that the correct bulbs are installed in all positions, then look for ground faults, that means the bulb socket is not electrically connected to ground (chassis). If all that is correct, you may have a problem in the turn signal switch (turning on only one end but not the other on one side only) or wiring to the corner that does not function.
