Most likely it has been removed. Sometimes the diaphrams go bad and it renders it useless. I don't think it is critical that you have one. I have seen many v4s without them. Mine made a real racket under decel, so I removed it without noticing any change in performance. Just make sure the air/fuel mix is set right.
