John, how are things??
While I don't have any firsthand experience with engine conversions I don't think you will have any major problems. I am almost certain in won't require testing to destruction, but you may need an engineers approval before, during and after the conversion.
There are two ways to go about the job, by the book or by just doing it.
The second option may be the best because if you do it well it is highly unlikely anyone will know the difference, and any inspecters that do may pass it when they see that you are an enthusiast, (and mature!!). Insurance will be an issue though.
The other way will be a little more work but should not be too much. The first step is to contact the licensing branch in QLD. I was able to get some good advice from the WA licensing with regards to some questions I had about licensing that rally car i was looking at a year ago. The next step will be to contact some large car clubs and or reputable workshops who have expereince with licensing modified cars. They will be able to give you some advice and maybe recommend some engineers to approve the conversion. Once you have a certified engineers approval for the conversion it should be smooth sailing. I think you need to get the engineers approval both before (for the plan) and after the conversion.
