Before you do anything else, buy a shop manual. Haynes has a good one. The 99's are generally very tough little cars. The B motor, though not as powerful as the later motors, is very robust, and should run for 300k miles or so. The biggest weak spot is the cooling system. It is somewhat marginal for warm climates like the summers we have here in NC. Make sure the coolant is always topped off and the radiator is in good shape. You might want to wire the cooling fan to run constantly. The weakest link in the cooling system is the water pump. It works great when running properly, but replacement kits are no longer available. If you do manage to find parts, they may be off spec. I have been told that the last of the OEM replacement pump shafts were made with an incorrect gear tooth angle. If you are careful, you may be able to rebuild the existing pump using new seals, which are still available. Special tools are required, and great care must be taken not to damage the idler shaft inside the motor. An alternative is to install a Davies-Craig electric water pump. They work pretty well.
Watch out for the fuse block too. The buss bars lose their conductivity through the rivets and overheat. Hope this helps. Have fun!
