The other message mentions the O-ring but though it may be just a different way of talking about the same thing, I don't thing the o-ring is the usual culprit. The cover can be removed with a screwdriver and a hammer, but if the thing is tight on the tank, you may not have any luck. I took a 3 inch piece of pipe just slightly larger than the outside diameter of the cover, less the three tabs, and cut three notches in it. I then welded a handle all the way across the top...works great. Once you get the thing off the tank, you'll see the rubber seal between the cover and the pump. Ditch the clamps all together and replace them with hose clamps that can go as tight as you can muster. The original ones could only go so far and as the rubber gets old, it shrinks some and the clamps won't clamp enough to seal. This should eliminate your leak.
