I have done this only once, on a 900; I do not know how different that is from the 99, if at all. It is only possible from below, I believe the selector rod pulls completely out after detaching the outer end from whatever linkage piece is next in line, the seal is easily removed, then the nylon bushing can be fished out with a stiff piece of wire. It is a bit tricky with the car on a rack, and if you are working from a creeper it will take some contortions for sure. I don't know that the gear chosen matters. Leakage from around the OD of a seal is quite unusual. The bushing must be a good fit on the shaft, if the shaft can wobble too much sideways the seal will not be able to do its job. The shaft must not be damaged (scored or worn) where it passes through the seal. I would clean the area well, then run just enough to get more leakage and be very sure where it is coming from. And be sure it is not engine oil from higher up. Hope this helps.
