Also have freewheel question

Are you guys saying that the freewheel is not as neccessary if you own a v4 model vs. the stroker? The reason I ask - I purchased my 96v4 last fall, and the freewheel was locked in the non-operating mode. (I am assuming since I get engine braking when on a downhill grade with my feet off of the brake/gas) I have yet to attemp to tryout whether it works or not (mostly because I didn't know the proper steps to engage, and didn't want to break anything). I figured it was probably operational, since the overall condition of the car is nearly like new, with 59,000 original miles. (that too, is an assumption based on the condition of what I can see, and do know about how the previous owners took care of the car) Should I start to use the freewheel? does it help in driveability? One note: I live in western Pennsylvania, and the terrain is rather hilly. The car was originally a central Texas car, where it was rather flat, and I have no idea how much this devise was used in the past, if ever.
Any advise on my maiden attempt at trying the freewheel?
Regards,
Randy
