First I would check the spray nozzles to make sure they aren't clogged. Just take a straight pin and stick it in each nozzle to clear it. (You can also aim the nozzles by rotating them with the pin in the hole).
If that doesn't fix it, the culprit may be the check vave in the line running from the reservoir.
Look for a place where the rubber tubes are joined with a plastic connector. Pinch the lines leading away from the connector and you will feel the ball check valve. It's a tiny little sucker hidden inside the tube. Good luck getting it out, you might need to cut the line. Once you get it out, clean it with a tiny brush and carb cleaner and blow it out with compressed air. Then put it back in the line pointing in the right direction. Guess how I know that. :)
Also, check the reservoir to make sure it is clean. I had one that was full of crud that was stopping up everything. And yes, check to make sure you are getting power to the pump. That can help sometimes. :)
