The problem is not so much the wiper spindle seal you can see, it is the nut getting loose on the wiper spindle inside the air intake for the heater. You need to remove the heater air intake plastic housing between the firewall and the heater motor. This gives you access to the wiper spindles and the nuts underneath. Usually the problem is the wiper shaft has seized in the outer brass threaded sleeve, thus turning the sleeve and loosening the nut. Take off the top nut and seal, and I would suggest taking off the underneath nut and removing the wiper spindle, pop of the snap ring on the top of the shaft, and free up the shaft inside the brass tube with WD40, remove the shaft and clean and sand off the rust, then coat it with Neverseize. On reinstallation, silicone the base of the spindle and get the bottom nut tight, silicone the outside rubber wiper seal, and install the top nut and chrome flange. A fun job, but you need to do it to stop the water leaks.
