91 Saab 900s overheats when idling or at low speeds.

Just bought my first Saab today. 1991 900S with 158K miles. I am however having an overheating problem with it. I describe the symptoms below. Hopefuly one of you kind souls could throw some light on the issue.
1) It starts to overheat when idling or at low speeds.
2) At higher speeds it seems to be doing fine. Temp remains at or below 1/3rd of the maximum mark.
3) At the higher temperature of around 3/4th to 4/5ths of the maximum temperature only one fan starts up: The passenger side one. Why doesn't the second fan start up? There are two fans and I am thinking both should be working???
4) I just checked the coolant and it was still warm 3 hours after the car has been switched off. The color of the coolant was a darker shade of green and the coolant level was near the minimum level. I can top that off easily but it is disconcerting that the car overheats at the lower or idling speeds.
Do I need to take it to a mechanic or would something as simple as the thermostat change would suffice? Any ideas about the mysterious driver side fan? Is it really for cooling the radiator?
Also any good mechanics in San Jose? I already know about Parker Automotive and Sweedish Auto Factory.
