It will depend largely on where you're moving to. California has Enhanced and Non-Enhanced areas, and each has its own requirements and testing procedures.
In general, any 16v Saab will make it through smog with little or no problem, but as always it's up to what sort of shape your car is in. The good news about California's new testing procedure is that if you go for a test and fail, you can continually make repairs and try again until you pass - you don't get flagged anymore and don't have to go to any special place to pass. So, run it through, see what happens, and repair as necessary.
Also, as a note, most out of state cars will have to pass a visual inspection at a DMV office. They check lighting, safety, and VIN numbers. It takes about 20 minutes usually, but make an appointment in advance.
