If your car is a 16v w/ LH-Jetronic (as opposed to the K-Jetronic on 8v cars) chances are your ECU has died. It's a common failure on '89s, and has these exact symptoms.
The ECU gets a signal from the crank sensor telling it the engine is spinning, and it grounds the fuel (pump & injectors) relay. That starts power to the pump. Generally speaking, the ECU eventually loses its ability to provide that ground signal and the relay doesn't close.
You can put a manual switch in to get it running in the short term. After that, it's new/used/rebuilt ECU time...
As far as Alfas, any good sources for a clutch kit for a 164Q? I think a spring on my disk died. :( Local shop is quoting about $900 for a repair, including parts, and that makes me seriously question my initial promise never to take the 164 apart... :)
