You mean comply with passing smog? Alas, there's no way of knowing that ahead of time, unless Illinois has some type of smog check system as well, where they measure Nitrogen, carbon monocide and hydrocarbons. (Here's a site that talks about Smog Check II, which was what I mentioned above: http://www.aaa-calif.com/auto-own/maintain/smog.asp)
Once you get it here to California you can get a pre-check done. Think of that as a practice exam. You get the good (or bad) news without Sacramento getting it too. The downfall is that you have to basically buy the test twice. Of course, that also means the vehicle has to be here in California to test it.
FWIW: My 1995 passed with flying colors. In fact, it almost didn't register any pollution at idle!! Of course, that was under Smog Check I.
As for the standing in line that Mylene mentioned? If you are a member of California State Auto Assn. (AAA) you might be able to take care of all the paperwork at one of their local branches. Richmond and Berkeley definately have DMV offices inside the AAA offices! I've never stood in line more than 10 minutes at any of the lines when I had to do registration stuff. Definately better than the 2-3 hrs that are typical at DMV. :-) (NOTE: Double check that they can do registration of out-of-state vehicles as I'm not 100% sure they do that).
