With the Original 9-5, the car was only "wired" for the accessories and options that it received. Somehow, the bean counters at GM reasoned that saving a dollar on a harness if you didn't get sucking seats was cheaper than warehousing twice as many harnesses for spare parts for 20 years.
At least they weren't as stupid with anything that had to be bolted up to the chassis. In almost all cases, any holes, bolts, threads, etc. will be there.
I seriously doubt that the NG 9-5 is any different.
However, some accessories could be added on later. Park assist was one of those items, at least for the original 9-5.
Whether or not Saab ever had the chance to produce any accessory items for the new cars before production was halted last April is anyone's guess.
As for using spare parts to install an option or accessory, that's always a choice, but will usually cost exponentially more than if you could locate a kit to do it all.
On the other hand, things like remote start might just be software upgrades, but then again, there may be a difference receiver module or something that would be required.
