The NG9-5 key blank is Saab pn20765513, for $16 list. This would come uncut from Saab.

pn25962393 for $56 is the key insert which comes from Saab cut your vehicle, requiring you to provide VIN and proof of ownership when ordering at a dealer. This would be easiest way to go. Ask your parts department to see if Saab has stock in the PA warehouse on either key.
