There are no "coils". It is one continuous wire that zig zags and snakes around the seat. It is encased in a thin foam liner, which is stuck to the seating pad with an adhesive. You can probably duplicate it (within reason), but it would be fairly labour intensive, and I'm not sure how you'd hold it together and stick it to the seat. As for the specs of the wire, you probably have to take it apart and figure it out yourself. Measure the length, then measure the resistance. The wire itself is very thin, I would guess 24 gauge or maybe even less, and it appears to be pure copper.
I have a new one that I will be installing this weekend. I could measure the resistance for you, and I suppose also estimate the length of wire in it.
