My '95 900s has experienced both of the problems you're describing.
The turn signal noise is just as described by NickR, the speaker in the SID unit which makes that noise has stopped working properly. My signals sometimes click and sometimes don't. That speaker also makes the "fasten seatbelt chime" and the "key in ignition, door open" chime. It's just a worn out speaker (or connection to it). The turn signals still function fine.
As far as the high beams: when I had that problem it was because my headlight switch (the one on the dashboard) was turned off. With the Daytime Running Light setup that came standard on our cars, the exterior lights and dashboard lights are on all the time whenever the car is running. However, if the headlight switch on the dashboard is turned to the OFF position, the high beams can't be switched on. So (at least in my case) it was an operator-error problem; I simply had to turn the switch to the ON position to enable the high beams to be switched on and off.
