Yes, it does need to come off. It's just snapped on, but there's a large tab that pokes behind the door panel, so the top needs to be pulled out first, and it's made out of fairly brittle plastic. The mirror cover on the passenger's side of my car came off fine, but both clips on the driver's side broke. A new one is about $17 at the dealer.
