I have had this same problem intermittently (not often, about every 6 months and it doesn't seem to get any worse). Although it hasn't happened often enough to spot any definite trend, I think it occurs when I park nose down on a slight slope. Because the ignition locks the car into reverse gear, I'm wondering if there is a force acting due to the car being on a slope that stops the cam mechamism from releasing the gear lock and hence letting the ignition key turn. This could be total BS, as I don't know 100% how the mechanism works. All I know is that for me, rocking the car has always seemed to free up the jammed mechanism. As the fault hasn't gotten any worse, I live with this 'Saab quirk' and just hope it never happens when I'm in a hurry! It seems to be a fairly common problem, but even searching this board has not revealed a definitive 'fix'.
