1996 900SE Turbo with ACC, 138K miles

The ventilation system starting smelling funny one day about 2 months ago. Sort of like a musty, damp basement. The smell would come and go with it's intensity but smelled about 80% of the time. Heated and cooled just fine though. Replaced cabin air filter with no difference. Then about 1 month ago the fan stopped working. I took the windshield cowl off and grounded the fan to the battery and it ran. The fan also started working again for about 2 days afterwards and then stopped again. I thought these were classic symptoms of the fan speed controller going bad.

Yesterday I replaced the fan speed controller and the fan still doesn't run. Performing the self check, the acc system reports 0 errors. I can hear the car idle change and the a/c compressor kick in when I adjust temp settings at the acc control but there is no fan. I pulled and check fuses #3 and #21 with the car running and the acc system set at OFF and it still didn't fix it. I just pulled the windshield cowl and grounded the fan and it will run.

A special note: I had a mouse infestation just after the funky smell started. I found two nests in the rear hatch area and trapped about 7-8 mice over the weeks. I now think I have the problem under control and have caught only one mouse in the last 2 weeks.

So, my question is where do I troubleshoot? Am I missing something simple? Any special procedures to perform after installing the fan speed controller (I pulled the old part, applied dielectric silicon grease to the new part and screwed it on the plate. I didn't use the spacer since the tech bulletin says not to for my VIN number.) Dielectric silicon grease on the fan speed controller causing a problem?

Any suggestions appreciated. Thanks.
